Objectives:
The origin of NARPIMED project is to be found in the necessity to develop some techniques, methods and procedures aimed at promoting new policies for natural risk prevention (focusing on seismic risks) at the national and European level. These methodologies could be shared among the different associated beneficiaries through the realization of a Manual for risk prevention.

General objective
Considering the existing procedures for risk prevention in all the participating countries of the project, the general objective of NarpiMed is to define a “shared methodology” aimed at the realization of a trans-national framework for closer collaboration in the civil protection field among the associated beneficiaries, contributing, therefore, to implement the Community action for civil protection.

NARPIMED, therefore, contributes:
a) to find a unique definition of natural risk, starting from the seismic risk, and
b) to establish a staircase of homogeneous evaluation of natural risks.

Strategic objective
The strategic objective of NARPIMED is to promote the coherence among the different civil protection actions undertaken at national and international level (Spain, Italy and Greece), reinforcing the cooperation with some Mediterranean countries, such as Algeria and Morocco (European added value).
The consortium believe that a shared and unified methodology in the field of civil protection, which is based upon a philosophy of common action, could facilitate the assistance needed from other countries in case of calamity. The consortium will consider the results from previous national and EU projects realized on civil protection cross-border cooperation in the fight against natural disasters.

Specific objectives
The Specific objectives of the project are:
a) to improve the methods and tools of evaluation for preventing actions;
b) to study some methodologies aimed at evaluating the economic benefits of prevention action compared to reconstruction actions;
c) to improve the methods and tools of evaluation for the management of emergency;
d) to mitigate the damages of long duration through the prevention and correct management of emergency.
NARPIMED finally emphasises the importance of the governance mechanisms for Civil protection actions, in terms of the local and transnational partnerships between the different kinds of actors involved.
NarpiMed addresses priority issues derived from the CALL FOR PROPOSALS FOR COOPERATION PROJECTS ON PREPAREDNESS AND PREVENTION.

Actions and means involved:

The main actions of NARPIMED are:
1. - State of the art and identification about the procedures, techniques and existing methodologies for Civil protection in the different associated countries;
2. – Comparison of the different methodologies already used by the different Partners of the project;
3. - Exchange of experiences through workshops, including two training programs for those responsible for civil protection structures and local community representatives, in order to learn the methodologies and techniques used for the management in three EU MS (Italy, Spain and Greece) and to know the similar responsibilities within different systems;
4. - Development of guidelines aimed at building a Manual for risk prevention that should include some innovative and shared procedures of prevention for building in case of natural risks (seismic). Better indications will be given through the project about the actions that can be adopted in order to build ordinary public works (with lower cost) and to mitigate the risks.
5. - A sound dissemination campaign through seminars and/or multimedia products which are addressed to those responsible for civil protection and other operators in this field, including the development of a project web site.

Expected results:
a) Development of innovative procedures for prevention (including protocols, techniques and guidelines for reference) through an operational Manual;
b) The verification of the adaptability about the existing scientific, technological and procedural knowledge to the different (if possible) geographical or thematic contexts.
